Preliminary planning for the library (including site selection) began in 1997, with the complex breaking ground on December 5, 2001. Early estimates put the cost of the library at around $125 million.[4] The Clinton Foundation hoped to raise $200 million in donations to cover project costs in 2001. The overall cost of the project was $165 million in private funding, with an additional $11.5 million in land provided by the City of Little Rock, and it covers 152,000 square feet (14,100 m2) within a 28-acre (110,000-square-meter) park.

Clinton delivered a speech to approximately 1,000 people on November 17, 2009, marking the library's fifth anniversary, urging the passage of healthcare reform and the reduction of energy use. He specifically mentioned the center and the school as potential locations for such discussions.
